There was someone on another forum from PA that said they did it.

i called the PA DMV, i live in PA and wanted to know it can be done and not to difficultly either, you need a loaded hardknock, signals lights and speedo with odemeter, 1 mirror and horn also you need a front fender. pick a set of springer fender mounts 45 to 90 bucks depending where and fender 40 to 100. get it inspected take some pix go to the DMV fill out the form MV426b its only available at the DMV office send in with the mso, vin, pix and inspection and youre good to go its just a waiting game than takes about 20 days you'll get youre title in mail if you want you can get registration at same time but most places wont insure without title so look around progressive does. and you gotta have insurance for registration
