Since the dealer slipped out on you, call Kelly with your dealers name, business name, your vin and engine number and the date you purchased the bike from him. Hopefully Kelly can help you out since the dealer flaked on you. That's not your fault. Any other circumstances and I'd think you would be SOL on a MSO.

I can't see why you could not just walk into your local DMV and just ask ?
they are there to assist you, right ? I would start with the titling buearo
first as that would be step 1 prior to getting it registered. I doubt highly that they would "just say no" they will, most likely tell you what needs to get accomplished to get your bike titled. it's basically what I did when I went in to my local DMV to re-up my car. I just asked the lady at the counter "how to get a self assembly motorcycle titled" who then proceeded to tell me what I needed and where to start first. My two cents anyway -P-

I live in Indiana. I just got the bike together and inspected from the local cop. I whent to the DMV to get regidtred. The DMV said thet the MSO needed to be signed from Kelly and noterized. It wasn't. They copied the MSO and said they would call him. I never herd of the MSO having to be noterized. I have the invoice number shouldnt this be good? What the hell?
I spent all this time puting it together!

I live in Indiana and registered mine as an assembled bike and didn't have any problems. Did you try and register it as a Kikker? If you did that may be why you have a problem. Tell BMV To give you the MSO back and start all over as an assembled bike. You may have to go to another BMV to start the process over.

i remember that that issue came up in PA. They wanted it notarized from California. But then, one of the ladies said that either California does not have so-called "notarization" of documents - or - that they are not recognized in PA anyhow. Suddenly, they dropped that demand for notarization and the paperwork was accepted.

i'm really not sure what the heck went on there. it was all a blur. but, you might investigate that angle.
